With all the problems in Vietnam, they failed to stand by the paperwork on their referred children, leaving PAPs, and worse the children, to bear the brunt of DOS/CIS actions when NOIDs or RFEs were issued. Not an agency we will use again, not an agency I'd want on my side if trouble arises overseas. By the time you travel all fees are paid and they owe you nothing. Next time we will use an agency that ensures the children they refer are as stated in their paperwork, and an agency that will stand by us if anything goes wrong.
We use CAS from 2006-2007 with their Guatemala program. Guatemala had many ups and downs and is a decent sized mess right now, but right from the very beginning, CAS made it clear that they couldn't promise us a child. They didn't make us any promises actually!What they did do was...kept on top of the situation in Guatemala, responded to my questions and concerns in a timely manner, helped us each step of the way, and made it possible for us to get our son home before Christmas last year. We had a very good experience with them.

After tons of heartbreak we switched agencies and countries and came home with our little girl a few months later. It was hard to determine who was lying, the Russian facilitator or US staff. We were told dates we would receive our referral information, that would continually come and go.
We were very dissatisfied with this agency.
