Adoption Agency Ratings

Today I received an e-mail that totally contradicted the first one that they sent about closing. The first e-mail said all families "in process" will be transitioned to new agencies. Today's e-mail said only families with referrals will be transitioned. I am in the Vietnam program, have an approval number, but no referral. If Sept 1st the countries get something in place, and no paperwork is returned , then what happens to my number? Why can't I be transitioned to an agency with Hague and referrals? I asked for a copy of my approval listing and was told NO! Don't we have rights to our paperwork?
How do I know I was really filed in Vietnam at all? I was called 3 weeks ago
with a referral and then it was cancelled. What's up with that? I can't believe there isn't an agency out there, who would want those of us who already have a approval and just need a match. All the initial work is done! Vietnam has a national orphanage with thousands of paper legitimate orphans. Why does no one care? Why is no one matching us? I can't believe this. We all get into this for the right reasons, we are good people, we sacrificed - and now nothing. No help to be found anywhere. Children continue to suffer for no reason at all! 4 out of 1700 cases were found to be problematic. The process in place caught it. All of this misery for 4 cases. How stupid !
