Great agency

We used WACAP to adopt from Russia in 2007, and we are currently in process with them for adoption #2. The agency has been extremely professional and ethical. Their staff in Vladivostok is outstanding. I really feel like they care about the children. I highly recommend this agency.

Dedicated Honest Caring

WACAP is an awesome agency. They are there to help children find their forever families. The staff is dedicated, returns calls quickly and does not have any hidden costs no matter how difficult the adoption process gets. Almost all of the adoptions go extremely smoothly, ours did not, due to issues in Russia with the new territory. All other agencies pulled out of the area, with parents not able to bring home their referred child. WACAP stuck with our family and helped us bring home our 3 children. Their dedication and compassion will never be forgotten. Ten years later, I still turn to them for advice, recommendations and support. Thanks WACAP from a family that couldn't be happier!

We adopted a SN child thru WACAP in 2005. You will not find an agency more dedicated to children ! Their pre-adoption education is very thorough and post-adoption they are always there for you. Their Family Finders folks are outstanding -- return calls promptly, provide information and recommend resources, track down addtl child info if available, etc. They truly care about these kids !

We were able to ask these questions and recieve detailed information about the costs related to our adoption, how they related to the our particular case as well as other expenses. We were also given an outline of our expenses at the outset which has matched what we have paid.

In our research their costs were average when compared to other agencies we researched.

WACAP has been extremely helpful every step of the way. I truly believe they are in it for the children and the families, not for the money.

Great special needs program!

WACAP is an awsome agency with over 100 waiting children with absolutely no adoption fees! They also have well over 100 children with adoption fees only totally $5,000. They offer a $4500 no interest adoption loan to help as well! They have amazing classes on adopting and special needs children. They are incredible. They really care about finding families for hard to place children. Highly recommend them!

I think each organization that is competent enough and helps children to find parents is awesome. I wish the law and the process of adopting a child was easier, because nowadays in many countries this process is corrupted and requires even 2 years. But if you are lucky and was able to adopt a child I'd like to recommend a book entitled Teaching Your Child to Love Learning. Good thing that we have such

Good thing that we have such association that support the bonding between parents and children. Furthermore, PBS, public broadcasting system, is going the extra mile to make certain our kids are educated. They offer a website, PBSKids, where they are able to actually make learning fun for our kids. Earth day is coming up on April 22 and PBS even has interactive earth day worksheets that kids can do to have fun learning about our earth. They also have earth day worksheets parents or teachers can print and download to help educate their kids over it as well. So go check out PBS and have fun with their substance.

WACAP was very helpful in assisting me adopt a little girl from India with multiple disabilities. The whole experience in India was quick and smooth. WACAP staff answered all my question an made sure I understood to process. I have no other angency to compare WACAP but I would most certainly use them again

We have been working with WACAP to adopt from Ethiopia. They have been very helpful and professional every step of the way! This has included ongoing contact, making sure all documents were submitted correctly and being available to answer questions with prompt and complete responses to e-mails and phone calls.

People come onto these sights and tell their experience with one agency. I am in the fairly unique position that I have experience with two agencies from one country and am willing to compare those experiences. My family has been through the adoption process with two agencies: EAC & WACAP. I recommend EAC over WACAP for Russian adoptions.

What EAC Does Right:
EAC's in-country staff seemed more connected, offered more literal translation services (with WACAP, a doctor would talk for 4 mintues and our translator would provide a two sentence summary), and provided a broader cultural experience while in our region. EAC's dossier prep program was easier to follow, more accurate, and more complete. [If you ultimately use WACAP, it is still worth paying the application fee and first several thousand dollars to EAC to get their document package.]

WACAP Mistakes:
WACAP made several mistakes in their interpretation of regulations that cost us several hundred dollars, [they ultimately made us ammend our homestudy incorrectly and cost us the ability to get a new referral while in-country on the first trip--$8,000 we couldn't afford for a new first trip]. I have had a friend that will have to jump through several hoops to have her child's name changed after WACAP failed to correct an error in spelling even after she questioned it while on trip 2. They discourage families from changing names during court which causes all kinds of problems when you get home and throughout the child's life. I also found the coordinators for WACAP to be unprofessional... my husband and others who I connected with online as I continued to deal with problems referred to their staff as "ummm... like... the girls." We also refer to "being WACAPed" when a new problem arises. Our wait time once our documents were submitted to Russia was just over two weeks. Our wait time after giving ALL our correct, complete, and apostilled documents to WACAP was measured in months... just for them to mail it to their facilitators in Russia! DON'T LET WACAP APOSTILLE FOR YOU! IT CAN ADD MONTHS TO YOUR PROCESS! I understand that WACAP recently lost one of the "um-like-girls" and hired someone new. Maybe that will change how well their Russian program is run from the USA-side.

Where EAC Falls Short:
After our first adoption (with EAC), EAC's follow up documentation process was frustrating, but it did not affect the processing of any legal documentation. [We had to send proof of our consulate registration 3 times.] I know that they are now requiring a significant deposit and doubling their post-placement efforts.

Conclusion:
EAC has so much more experience with their Russian program. I went for a lower costing program the second time around and ended up with a very costly mistake. Maybe WACAP is better in China, but I can't recommend them for Russia.
